1.    Introduction 

A Group Insurance Scheme for khadi workers, namely, “Khadi Karigar Janashree Bima Yojana” was launched during X Five Year Plan through KVIC on 15th August 2003 By the Government of India (in the erstwhile Ministry of Small Scale Industries and Agro & Rural Industries),  with LIC of India as insurers. The Scheme covers spinners, weavers, pre-spinning artisans and post-weaving artisans engaged in the khadi sector. This scheme, like other Group Insurance Schemes, does not have any terminal benefit for the beneficiaries as this is not a Life Insurance Scheme.  The scheme provides only risk cover for death/disability and the worker is not entitled to get any returns on the premium paid by him or paid on his behalf by KVIC/khadi institutions, if he survives the entire period of insurance.                

2.     Benefits under the scheme 

This scheme initially provided each artisan with risk cover of upto (i) Rs. 20,000 for natural death and Rs. 50,000 for death due to accident, (ii) Rs. 50,000 for permanent disability (loss of two eyes/limbs of use) due to accident, and (iii) Rs. 25,000 for partial disability upto 2005-06 while w.e.f. 2006-07 the LIC of India has enhanced risk cover for the khadi artisans and the revised risk cover provided to each artisan is  (i) Rs. 30,000 for natural death and Rs. 75,000 for death due to accident, (ii) Rs. 75,000 for permanent disability (loss of two eyes/limbs of use) due to accident, and (iii) Rs. 37,500 for partial disability, without charging any additional cost either to the beneficiary or to the Government of India. 

The Shiksha Sahayog Yojana is add-on coverage under JBY, without any additional premium.  The wards of the khadi artisans (benefit restricted to two children per member/family) covered under the JBY are entitled to receive upto Rs. 1200 per annum per ward towards tuition fee under the Shiksha Sahayog Yojana.  This benefit is only for wards studying in classes IX to XII, including those studying in Industrial Training Institutes (ITI). 

3.     Amount of Premium 

                The annual premium payable for each khadi artisan insured initially was @Rs.200/- during the years 2003-04 and 2004-05.  On taking up the matter by KVIC, the LIC agreed to reduce the annual premium payable to Rs.100/- from the year 2005-06 onwards and during 2006-07 also, the premium payable has been fixed at @Rs.100/-.  The annual premium per artisan under JBY is shared as under:

7.    SCHEME MANAGEMENT  

·                    The scheme is first of its kind in the country covering such a big number of artisans in the unorganized sector and has been successful. 

·                    Though initially there were certain problems to mobilize the artisans in considerable number from all over India and also with regard to preferring the claims by a number of Khadi institutions, the progress achieved has been commendable. 

·                    With the experience gained by the LIC of India and KVIC, both the agencies simplified the operational modalities. The field offices of KVIC now need to deal with one designated unit of LIC for taking service of the scheme. The State/Divisional Directors of KVIC have been authorized to countersign and to furnish the list to such of LIC designated offices and whenever claims arise they are being settled on the basis of this list. 

·                    Both KVIC and LIC nominated the Nodal Officers at their respective Central Offices to attend to queries, problems etc. faced by field offices of KVIC, LIC and Khadi institutions. They are free to contact these nodal officers directly. 

·                    Periodical review of the scheme is taking place amongst Director (Khadi Coordination) and Executive Director of LIC as to the settlement of claims etc. 

·                    A Joint Communiqué has been issued simplifying the procedure adopted by the field offices of KVIC and LIC for quick settlement of issues.
